Network administrator restricted mode

I can't watch videos on YouTube, when i try to turn restriction mode off from YouTube, it says it's enabled by my network administrator and i can't switch it off, when i open my O2 app, there it also says that age restriction mode is off, however.. when i connect to my parent's internet.. hotspot from three, i can watch anything, what should i do?

You need full control opening on your account.

Check that age restriction is off in your MyO2 Guide: O2 Age restriction 

and if so, I'lll ask @O2Lisa to check your account in the morning.

My age restriction is off on my account, I used my credit card to verify

The issue is still there despite the age verification. I'm told to contact the network administrator to turn it off on google and YouTube. Who would be the administrator?
