Does it Airplane mode turned on? If so turn off.

Pop the sim card card and battery out, wait 10 seconds and pop it back it.

Make sure phone isnt set to 4G only in the network settings.

Sounds obvious but make sure the sim is in the correct way.

Hi

Does it say 02-UK in the phones status bar. If not and the phone was bought privately makes sure it's not been imei barred via http://www.checkmend.com/uk/

The sim card may be faulty - any O2 shop can perform a swapmysim procedure to transfer your number and tariff from the old sim card to a new one.

Also ensure you have credit and available allowances by checking your myo2.

Contact O2 to have your account checked. Points of contact are here http://www.o2.co.uk/contactus

Occasionally turning the phone off , clean the SIM card and battery pull (phone model dependant) and turn the phone back on clears lots of glitches.

If you are not getting registered on network at all it is likely a sim failure or a barred phone.
Try the sim in another phone and if that one works you phone is dodgy - either reported stolen or faulty in some way.

If second hand it may have been messed with software wise.
As a rule of thumb, if I ever get a second hand phone, the first thing I do is connect to a pc and download the pc programme for it and perform a software reset
