Transferring a phone number to an active 02 sim

I have an 02 Volt sim, that I want to transfer a number to from another provider. Can I do this with a PAC code even though the 02 Sim has been active for a few months?

Not receiving calls

Hello, my wife isn't receiving calls but she can make calls and access the internet. I am calling her from the same room and it goes straight to voicemail. She has phone signal on O2. Any ideas on how to fix this?
