You need to contact O2.

sorted data connection problem removed 02 plan in apple watch then re-instated it once it became active force restarted watch and now shows status as connected

I had the same issue where everything looked fine apart from it would never show connected in the watch.
Followed those steps and it’s finally connected, thanks for posting the solution as it’s saved me a world of pain
