SMS issues while abroad

I am currently in Norway and thought everything was working fine with my roaming, as I was able to use data and make calls. However, it turns out I am completely unable to send sms. I've tried manually changing the network operator, restarting my phone and checking the sim and nothing has helped. Given the other functions are working, I'm very confused what could be the issue

To be clear, I can receive SMS, just not send them.

I would also check to see if something has changed with the SMSC

Thanks for responding, but unfortunately that doesnt help. I've checked the SMSC and it's correct, and the rest of the suggested solutions I've already tried
