I last visited Portugal in 2019 and my phone worked perfectly. I am in the same place with the same phone & the same SIM card and the signal is intermittent with no 4G at all. My phone when it connects, connects to MEO network.
the same phone works perfectly in the UK.
Is this an issue with the provider you deal with in Portugal?

Some things to try:
1 - Reboot phone. (or toggle airplane mode).
2 - Manually search for a different network
3 - If using an iPhone, change data apn to "mobile.o2.co.uk"
4 - Turn off 4g (use 3g)
5 - Check with O2 for any roaming bars.
If you message O2 on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) , they should be able to help you with this.

Thanks MI5. Now it works 10/10 rating for your support 👍. I have never had an issue before in Europe. I suspect O2 have signed the lowest price contract with a Portuguese supplier since Brexit.
