Hi there.

 

I am trying to send sms messages from my iPad which has plenty of allowance left but it will not let me do this.

You can't send SMS from the iPad, nothing you can do about it. 

This is not customer services and we dont have access to your account
I do not work for o2 or any VMo2 /Telefonica/Liberty Global Company
