Only thing you can do is set up a WiFi Horspot and allow the other phone to connect to that

I think that it's worth mentioning that the solution suggested by @Enlli should be regarded as a temporary or "ad hoc" solution rather than a permanent fix. It will clearly only work when the handsets are in close proximity. In addition, there are many magazine articles online that suggest that more permanent use of a hotspot might eventually be to the detriment of your phone's battery life.
