I have data roaming. Can send and receive emails but cant make or receive calls or texts

Some things to try:
Manually search for another network
Reboot the phone
If you have an iPhone change your data APN to "mobile.o2.co.uk"
If still not working then contact O2 to remove the Roaming bar on your account.
If you message O2 on Facebook ( https://o2uk.co/O2CFB) , Twitter ( https://o2uk.co/O2CTW) or Instagram ( https://o2uk.co/O2CIG) , they should be able to help you with this.

Some things to try:

It’s my mother and father in law both have same phone and packages with o2
when they swap the sims over on the phones they are then having the same issues on the phone that was working previously
They are on Samsung phones if that helps

It could be a local issue with the roaming network...
have they selected a different Roaming Partner??
I do not work for o2 or any VMo2 /Telefonica/Liberty Global Company

But why would the other phone have the same problems when they swap sims over

They both will likely be on the same network hence my suggestion to manually try a different one.
