Changing over my number

hi guys, I’m wondering if you can help me with something I have just received my new Sim card but I need to make sure that my number is transferred. I have my PAC code but what I want to know is is there a way to give you guys my PAC code before the new Sim card is put in or does the Sim card need to be in the phone before I can give you the PAC code?
