Does anyone know how to resolve this error when setting up an Apple Watch to mobile data?? Called multiple times and getting no help at all!!!

Have you done a detailed search of this forum ? There are hundreds of Apple watch posts similar to yours and it is possible that one of them might contain an answer to your question.
I am sorry to say that otherwise you will need to contact Customer Services on 202 or using on of the other methods described here :-

Move to EE or Vodafone
