Apple Watch SE data not working

I have an Apple Watch SE and pay for a data plan but for some reason it does not work independently ie the data will only work when paired with the Apple iPhone that is on my account which is not what I want to happen . Can the watch work independently or pair with a different iPhone that is not on my account. I assumed that as I’m paying for data on the watch as a plan it could work fine

No, it can only be paired with the iPhone that is was linked to when purchased from o2. 

The data will work when you dont take your iPhone with you ...

If you want to pair it with another iPhone then you would need to pay off the watch plan, and then sign up for a data plan with the network the other phone is linked to.
