I am trying to access bills from 2021-2022. The site is being updated. When will this update complete?

When will the site be updated....probably never, or at least not in the timescale you probably require.
The bills will be on the legacy system and finding someone who will be able to access that in Customer Services will be a problem.
Ask on Social media. The team there is UK based and more clued up
