Has anybody else been having problems sending and recieving picture messages, have not been able to send or recieve them for three weeks now and of course o2 are no help just now

Have you mobile data turned on?

Far cheaper ways to send pictures though. Over Wifi, using messenger and whatsapp.

Many customers are having mms problems . It's as though O2 has switched it off....

my dad has been having issues to, he did not realise till he was trying to send me a picture, if I do get one it cannot be retrieved and just sits as an error on my phone

It must be a fault then as @jonsie  said MMS has been causing issues.

When I receive pictures via phone I have to have mobile data turned on otherwise it just sits there unopened.

However, there are far cheaper ways of sending pictures which don't incur any possible charges. Messenger, Whatsapp or via an email attachment etc. You should try those.
