Yes, as long as you don't stray onto a non EU network.
Lock the phone manually onto a Greek network and don't rely on auto network selection.

Settings, mobile networks,  and select a network. Unselected auto.

on an iPhone:
From the Home screen, tap Settings.
Tap Carrier.
Tap the Automatic slider to Off.
Tap the required network.

You'll need data roaming on, but turn OFF EU data.
