Device not delivered

Why when I ordered a phone 29th November, which still has not been dispatched, can I not canvcel the order, I am being told I need to pay for the device before I can switch and I don't even have it. This is whats commonly known as FRAUD!!!

HiI have trhe O2 Travel Inclusive Zone included in my tariff.O2 advise me that this will not include calls to US numbers when in the US. For example, if I wanted to book a restaurant.Is this correct ?
