I get 300 minutes to any network, I've used 120 out of 300 and I've been charged £23.00 extra in calls.
I have not phoned any suspicious numbers such as 0800 and I do not text/call radio and tv stations.
Why have I been charged so much in calls?

Of course, clearly it's O2's fault that you went over your minutes !!!

I gave up on the 202 helpline because they never answer unless you put that you're cancelling you're account because obviously all they want is money
paid my money and I'm cancelling my account as soon as this month is over

If the end of this month is not the end of your contract you still have to pay the remaining months left on it.
