All phones bought from O2 should be ready to roam but if bought elsewhere you'll eed to get roaming enabled.

Cost will vary depending on which bolt on, if any, you have and data on the O2 travel bolt on is capped at 0.5mbps.

You could try:
1 - Getting your phone unlocked to use other providers SIMs (if yours is not a recent phone)
2 - Getting a 3 or Vodafone UK SIM (they tend to get a reasonable speed in the US), or
3 - Get a USA SIM when you get out there
