Turkey and travel zone bolt ons

It would appear that Turkey is included in the bolt on but what I can’t get clear in my head is whether the bolt on just activates the ability to use your phone abroad and then charges you or whether it means you get the access for no extra charge.
Please help? It’s doing my head in.

You need O2 Travel.
O2 Travel Bolt On, which keeps you connected in Turkey.
O2 Travel is available on Pay Monthly. 120 minutes, 120 texts and data for £4.99 a day
