Transferring a number from pay as you go to a pay monthly contract

Can this be done? I thought it could be done but customer services have apparently told my mother in law that this can't be done and she really wants to keep her number with a new contract phone. If this can't be done then I'm guessing the only way around it is to switch to another network with the number.
