Transferring Device Plan between numbers

Good evening,

Unsure if this will be under the right board, but thought I would give it a shot anyway! 

I have two numbers under my account one which is still under contract and the other I have just finished paying for. The one I have finished paying for still has a device plan attached to it, but I still have quite a bit to pay off on it. I am looking to move to a sim only deal on another network as it's a lot cheaper but can't switch the number without paying off the device plan. Can the device/airtime plan be moved to my secondary number?
