I have a GG payg sim in one of my phones purely for the unlimited data aspect. No complaints from me at all.....

If you're not concerned about getting a subsidised phone and are prepared to pay for any new phone you get when you're ready to upgrade, then GiffGaff is the way to go. O2 can't match the tariffs, but you'll still be on the O2 network.
