See if this little app will help you spot what's going on, from Google Play store:

S10 is 10mbps down and 6mbps up. P30 Pro is 12mbps down and 10 up. Maybe the S10 is just more honest about signal when it gives 1 bar instead of 5 like the p30 pro.
In the S10 I get 50-60mbps down in same spot. Is it just O2 is not very good? According to website I should have strong signal.
@randnet I think you may have answered your own question. It very much depends where you are in the UK. Many O2 areas suffer from network congestion. Yours may be one. The 5G rollout will certainly help, but full coverage is a long way off.

Sometimes, if congestion is the issue, you get better throughput by manually switching to 2G/3G/Auto in your SIM settings, rather than the default 2G/3G/4G/Auto.
Perhaps your P30 is set, or is better at autoselecting, 2G/3G when congestion at 4G exists, than the S10.
Do tell what you discover, always interested to know what people discover... It has been a partially working O2 mast vs a fully-working one for the other network for me, until O2 fixed the faulty mast off me and others in the area reporting poor performance every day on the O2 Network Coverage/Status Tool.
