If you are on an O2 Ultimate Plan, you are covered:
https://www.o2.co.uk/ultimate-plan
And your SIM settings APN may need to be changed to "mobile.o2.co.uk" if you have an iPhone, assuming you have roaming and data roaming enabled on the phone.
Otherwise contact O2 to remove the Roaming Bar on your account, Guide: How to find help & contact O2 has all the ways you can do that.
If not on an Ultimate plan, this will tell you what options you have:
