Roaming - £20 for one photo upload to Facebook ... is this normal ..?

Hi, I wonder if anyone can help.  Recently visited Australia and I was out of credit (through roaming charges again).  I put a £20 top up on at 06:46, went online and posted a single photo and status to Facebook and I then got another message from O2 at 06:52 saying I was once gain out of credit.  I only have a couple of Apps set to use mobile data, no calls were made or received - the only thing was a single Facebook update (admittedly from Bondi Beach) and BANG ... £20 of credit is gone in a few seconds.  Is this normal ...?

I noticed that wifi is not freely available when I visited Melbourne and Sydney a few years back but I was never tempted to post photos on social media website unless I had wifi.

I visited Perth & stayed in a hotel for a week, the hotel had wifi but you had to pay for certain amounts of data to use the actual wifi 

 

i only ever used social media over there when I was connected to a wifi spot or relatives wifi as it didn't cost me a thing

I'm spoiled because wifi here is free everywhere but you pay through the nose in hotels in the Western world.
