I have received a text messgae from O2 informing me that my Tariff has been changed and a new iPhone has been despatched. I did not initiate such action and belive it to be a fraud. I have reported this to the card issuer and my credit card has been cancelled but I cannot find how to inform O2 that the order should be cancelled and request that I be returned to my previous Tariff and any product ordered to be cancelled.

You'll need to call customer service.

Or advice from an O2 Guru regarding a way to get through:
If you call 202, when it comes to the reason you are calling stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
Say "Fraud" if you have to, to get put through to someone.
