Can I put a stop on purchases on a pay monthly account?

You surely just need to remove your payment details or add a card with insufficient funds. O2 can't block google play purchases.

If you mean charge to mobile http://www.o2.co.uk/chargetomobile then yes just ring customer services on 202 contract or 4445 payg.

This may not stop other companies charging your account.

If that happens then seek assistance via http://www.phonepayplus.org.uk

I think the problem here is using C2M to pay for apps and in app purchases off Google Play.....?
If so, bob's advice above stands as the best course of action, but also ensure you remove any credit or debit card details from your Google profile or else the charges will default to that instead of C2M.
