Phone unlock - no codes are working!

Hi

I'm trying to get my old Samsung S7 working with a new SIM from a different provider. 

 

I know the SIM is fine as I have tried it in my current phone and it works.

 

On starting up the phone, I get asked for a SIM PIN code (provided by Virgin Media), enter this and it then says "SIM network PIN blocked. Enter SIM network PUK"

 

I enter the PUK provided by Virgin and it says "network unlock request unsuccessful"

 

I contacted O2 to request a code for the phone to be unlocked. Tried that code and same error message.

Can anyone tell me what is wrong or maybe I have done wrong and need to do to fix this?

 

I know the SIM is fine so it surely has to be the phone. I also noticed in the SIM status menu it says "Network: O2"

You need a master unlock code.

I'll ask @RafaC or @lewys-gp to help you.
