Rhodes is part of Greece, so yes, it is included.
However, just watch if island-hopping, as people have been known to pick up a Turkish network in error and get stung for high charges of 4.99 per day, as Turkey is not one of the countries on the list...
Select a Greek network, and set your phone to manual not automatic network selection, just to be safe.
