I just signed up for contract and it said the order was unsuccessful but it still took the 30£ upfront payment

The payment will be pending, ie not claimed by O2.
The money will be returned to your account in 5 to 7 days in line with your banks policy.
You can check this with your bank.

The money won't have left your account - it will have been reserved pending the completion of the order @Clemkunda
Once your bank is told by o2 that the order did not complete the funds will be released in a few days.

This upfront payment will have been held in reserve by your bank
O2 haven't taken payment and this will be available to you in your bank account in normally 4-5 working days
