Numbers starting with prefix 03

I am on the O2 unlimited pay monthly - 'free' calls, texts and 1g Internet contract. Please can someone advise me if telephone numbers starting with 03 are included as a 'free number' as is the case for numbers starting with 01 and 02. Many thanks.

You are fine to ring 03 numbers.
