No data abroad iPhone 6

So I have just yesterday returned from a week in Majorca. Before leaving for Majorca I checked o2 roaming within the my o2 app to discover it wasn't enabled - so I enabled this thinking it would mean data while abroad on holiday and wasn't minding of the 1.99 cost for stated limits etc. While on holiday I was unable to retrieve or send data such as emails etc which meant I was unable to conduct business activities unless connected to hotel wifi which frankly was worse than having an old Nokia on pixelated wap. Maybe this was to do with being connected to Movistar but 3 & 4g was showing active at the top of my screen at varying times. How and where do I complain as I frankly think this is misadvertisation but maybe I'm wrong and expecting too much of the providers that they can allow each other's customers to access full services. If this is not the case and it's just because I didn't have o2 connection then either way I feel I didn't get what I thought I was paying for. Who do I talk to as I'm more than happy to just cancel direct debit before next payment is due given aforementioned details!

O2 travel date is rubbish.
The more people that complain the better but we would strongly advise against not paying your bill.
O2 won't hesitate to slap a default on your credit file.

I do think the OP should follow the advice given...though I am even more surprised they saw a 4G signal when  abroad?

Unless somethings changed recently, they wouldn't get 4g.
The T&C's still state no 4g roaming too.

Yes as I thought. I checked just before posting and section 4 still states

4.The 4G package will only allow you to access our 4G services in the UK. Roaming is not currently available with our 4G services.

Although one or two people have mentioned seeing 4g on the screen when roaming?
