I cant get my Galaxy A5 to allow devices, phones, laptops and computers to connect to it as a fully working hotspot.
I can't get working internet access and it says trying to obtain an IP address

Are you still in UK as hotspot won't work outside of UK?

Additionally it's my Windows 10 Laptop with inbuilt Wi-Fi that I can no longer connect to as well as my Android unit in my car

Ok people, thanks for those who have tried to help me, I have solved the problem. 

I downloaded McCafee for Android Pro, installed with a scan to follow, the scan told me that Root Checker (Free version) was a medium threat, so I uninstalled it and voila I got Mobile Hotspot to work from my phone with all devices like before.  upside_down
