Assuming a refresh contract.....

If you've paid off the device plan it should show you that in your MyO2. The money doesn't sit there as it needs to go towards paying off the credit agreement.
Once it has been paid, you are free to upgrade.

For either a refresh or standard contract.....

To keep your number with a new supplier, you will need your PAC https://community.o2.co.uk/t5/Pay-Monthly-Pay-and-Go/How-to-get-your-PAC-2017-Update/ba-p/1052278

Once you give your PAC to the new supplier, your O2 contract will end immediately and a final bill will be generated. Any credit you have on your account at this point will contribute towards your final bill.

I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Currently using:
Pixel 7a (O2 & Lyca), One Plus 6 (Sfr), iPhone 12 Pro Max (Vodafone)
