I have a pay monthly package, can I use my data allowance while travelling in USA, as I do in EU. (it would not be excessive)

No, there's no included roaming for USA unless you have the travel inclusive bolt on.

@Macs7 Whatever bolt on you have, O2 throttles roaming speeds while you're traveling and your speed is capped at 2mbps, which is painfully slow: O2 | Mobile Terms and Conditions - O2 Travel Terms and Conditions

If you need faster data speed and are going to be in the US for any length of time you'd be better off getting a local Pay & Go sim from AT&T or T-Mobile and also use any widely available free WiFi you find. Also keep in mind that free WiFi isn't secure, so you might want to think about using a VPN.
