If I connect my phone though my home wi-fi router does my monthly allowance still get used up when using this connection method?
Thanks.

Any unused data won't be carried over I'm afraid. A new allowance of 100Mb starts each billing date.

The Galaxy Y automatically turns off data when wifi is connected but if you lose the wifi the data will kick in automatically and you will use data even though you "think" you are on wifi, so just make sure you see the wifi symbol at the top of your screen and you will be fine. Also, in wifi advanced settings, switch wifi sleep policy to "Never", this will ensure wifi stays on when phone is asleep and not leak data with screen turned off.
