I recently signed up on o2 refresh for a new handset for what I thought was 15gb for 28pounds per month, my phone arrived and it has been set up as 10gb for 26pounds per month.

I know in the grand scheme of things this isn't that big a deal but the phone lines are for emergency calls only so how am I supposed to get this fixed? Thanks

It may be a discounted tariff. Guide: Where is my discount or Extra Data?

I've already tried that and it says I can't change my tariff for 30 days

Surely it would be mentioned somewhere on my documents or even in my o2 app, e everything states my allowance as 10 gb

For whatever reason you have been signed up to 10gb.

On a flex tariff you can change once every 30 days, so you'll need to wait for your first bill to change it.
