I changed my contract on Saturday 16th November and it’s changed on my phone however I have been charged the usual price of £22.66 instead of £14.99

The charge would have been going through via your bank. As you changed Saturday it would have been too late to change things.
You should find it corrects itself on the next bill and any overcharge will be credit
