I would think twice and read the T&C's carefully as the email you received said you "may" have grounds to cancel without penalty.
You would need to prove that the changes are detrimental to yourself.
You also need to check what other networks are doing before you switch as the likes of EE will be introducing a daily EU charge, unlike O2 who are only limiting data use to 25gb per month.

@Stef3 You might want to think about changing providers for the reasons you've mentioned. Did you honestly think O2 would be the only network to change their roaming policies?
