My wife has her phone on a SIM only with her work as a perk, however she would prefer to have it through my account.  can we do this if she gets a PAC code from O2 Business

You would have to speak to them about your options but I think you'd need to take out a new contract to do that. You don't need  a PAC if you aren't changing networks

Is it actually her number/account to decide that or owned by her company?

If that is the case permission will be needed from the company to transfer it.
