Access Charge 50p a minute for 084 number phoning UPS

Hello, got charged 55p a minute phoning UPS 5p a minute plus 50p a minute access charge.   On the call the said it would be 5p + access charge and I could phone a different number (I phoned the one in the email I got and wasn't quick enought to take down the new number so stayed on) I got charges £12 as I had to wait to be connected not the end of the world but so I looked at the tarrif table for O2 and it says 084 has a service charge 25p so how could I be charged 50p even if I had to add VAT it would be 30?   Any ideas?

084 calls are 55p inc vat

Cheers, was looking at the wrong chart was looking at some sort of business costs chart. Will have to remember to listen out for the words access charge more in the future.
