So I spoke to someone this afternoon over live chat, and to told them I wanted to exchange my handset (Android) for a iPhone as i decided I prefer iOS. I was told my the operator that i could only exchange the phone for the same device!? What!?? (Confused) what's the point in that?. It states on their 14 day return/exchange policy you can change the device for a different handset!?. Anyways I'm having to go through annoying process now of having to send the phone back etc, then i can start a new order!.
I
've exchanged handsets in the past with a different network, and it's basically a next day swap, I hand over the device to the courier, he checks it, and hands me the device i wanted via the exchange.
Does this seem right!?. Maybe I got a operator who couldn't be bothered, I don't know!?.

Maybe you got an operator who didn't know the process, yes, @GIBXO, documented at end of this page here:
https://www.o2.co.uk/help/device-and-sim-support/returning-your-device
Looks like you should contact the sales team as they can help with that – message them on Social Media if that works best for you -on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG)
Or you can call them on 0800 081 0255, just after 8am works best.
