I have 2 phones both iphone 11s both on same xontract. One allows me to select activate 4 G calls and the other instructs me to speak to o2 who are not available to answer questions. Any suggestions?

O2 are availabe, you just have to persevere. All numbers are in this guide Guide: Coronavirus Community Help and Support
It sounds as if you may need a new sim for the phone which isn't working properly.

You need to have wifi and 4g calling enabling on the account.
Only customer service can do that for you.
