How long has the o2 Pay As You Go sim, been in the EU?, as if it is over 63 days and you have no credit then you wont be able to make any calls...

You can also try selecting another local network, as not all EU networks support PAYG

https://www.o2.co.uk/eu-roaming

Contact details for o2 Guide: How to find help & contact O2 you will be best using Social Media - Facebook and Instagram

This is not customer services and we dont have access to your account
I do not work for o2 or any VMo2 /Telefonica/Liberty Global Company

Thank you.
42 days abroad. Credit loaded in plus. Changing another local network didn't help.
When I dial british number I immediately hear voice message 'your calls are restricted'.
I will try to contact o2 via social media, thanks for the tip

Have you been away before this in the last 4 months

The Terms state Using our inclusive roaming services outside the UK for more than 63 days in any four-month period is what we consider to be unfair use.

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.

I might have been, yes. But according to o2 going over 63 days results in additional charges, not blocking calls

Are you contract because you posted in PAYG.

In that case you would need to have funds available which are not your normal top up
