My BIL got a new phone PAYG,he is elderly and doesnt use bank cards etc ,thinks he will be scammed.

 E top up cards are they not available now where you pay at checkout and its scanned and money goes on to phone account, as he can be forgetful and gets confused ,  looking simplest way

You can setup an auto top up via Myo2 or buy a voucher in a shop and then top up via 4444

O2 stores still have e-top up cards.

I got one for my mother recently.
