However, if the person you are calling has WhatsApp you can use that to call for free.
Other VOIP services also available which may be cheaper than using O2, such as Skype etc.

It's tariff dependent really (if you are on PAYG) Otherwise read this to see the rates of calling:

This includes calling the EU.
You can use Whatsapp or Messenger over Wifi though, as long as both parties have the same app.

A Skype subscription will be required but they are generally cheaper than network rates.
