SIM card problems

My girlfriend got a iPhone 11 Pro Max yesterday and put her new SIM card into the phone, she then went onto a live chat with an advisor and asked for her number to be transferred over to her new SIM card. It’s now been 24 hours and the number still hasn’t been transferred over as she hasn’t been able to send or receive any texts.

She has tried turning the phone off and on and it hasn’t worked.
She then reset the phone and went to set it up again but now apple are asking for a 6 digit code that’s being sent to her number so they can confirm it’s her trying to setup the iPhone again.

What can I do to sort this out? Thanks.

The old sim can still be used until it switches over.
