No data roaming in Andorra

Hi..

I've been travelling to Andorra every year for the past 14 years and have previously roamed on their efficient 3G network. Indeed I was able to use my iPhone and data only last August.

This year, however, I received the following text when I arrived and attempted to use data:

"Sorry, mobile data services are not available, you can still make and receive calls, text and use wi-fi"'

Any thoughts on why it's no longer possible to use data there?

What is strange though. If u look at the link for PAYG, you still get Data at 46p per mb. It's only Contract customers that don't? Puzzled.
