I just upgraded my phone and I am trying to buy a book on Google Play Books. I am trying to bill it to my o2 account which I have done many times on my previous phone.

A message appears saying "This payment service isn't available. Try again later or contact your service provider."

Do I need to activate something to get this service available or is there a setting I need to tweak etc.

Right, done it myself just now..
Go to
https://payments.google.com/payments/home#paymentMethods
And remove completely any mention of o2 billing and then leave page.

Go into play store.
Find an app that costs money.
Click buy
In the payment confirmation popup, underneath app name there is a payment choice and an arrow, click the arrow.
Click on "payment methods"
Lower portion will contain o2 billing.
Click it and let it send the authorisation text.
You can now use o2 billing

Is it Charge to Mobile you are trying to use? http://www.o2.co.uk/help/digital-services/charge-to-mobile

Not sure if there is a setting to reactivate it...but I'm sure someone else will know @Anonymous

Or as it's a new mobile maybe you have to re-do it again......?
