I'm looking to buy the new galaxy 4 watch, do o2 provide a sim and tariff?

Unfortunately not no, the 4g version is not available from O2.

It still syncs to your phone via a local connection.
It's the same with the Apple watch I'm afraid.

Exactly the same just no standalone SIM functions, so will work fully as long as you also have your phone with you.
